Glossary Modal Shift

Modal Shift refers to changing the transportation mode from the existing one to a more efficient transportation mode. The term is used to mean using a combination of different transportation modes to improve transportation efficiency. For example, it involves changing the freight transport mode from trucks, which can only transport limited amounts and have high environmental burdens, to rail or ocean transport (including inland water transport), which can transport large quantities of goods and have lower environmental impacts. The main focus of the Modal Shift policy is not on competition or improving user convenience between transportation modes. Rather, it means actively identifying ways to utilize high-efficiency freight transport modes to achieve energy savings and reduce environmental burdens.
